Conclusion: The one stigma State of Emergency has right off the bat is that it has been out for over 6 months on the PS2. Any of the hype bubble burst with the initial release and the promotion of the Xbox version was tepid at best. But, Rockstar made a wise move by not only porting over an overall fun game to play, but also added multiplayer modes and priced it at only $19 beans! So often Xbox gamers have received late, substandard PS2 ports with no additional features.
Excerpt: SOE is essentially split into two pieces: Revolution (of course) and Khaos. Revolution is a story mode in the loosest sense of the word, because there is no real "story', instead it is wave after wave of escort, defend and attack missions. What story you do find is played out in text descriptions of each mission and in CNN-type scrolls across the bottom of the screen.
