The stubby agitator beat on the clothes, which were in more-or-less constant contact with the agitator because (as noted above) there was not enough water to properly float the laundry. Moreover THERE IS NO WAY FOR THE USER TO CHANGE THE AMOUNT OF WATER THE MACHINE ALLOCATES FOR THE LOAD.
