Summary: I love the GITS universe and all the shows, even the PS2 game! This game, however, feels really generic. It's cool to be able to play as Batou, Saito, etc., but the gameplay is a generic, PS1-looking shooter. It gets old fast. Plus side: they did use the real US voice actors, even for the Tachikoma. Bottom line: the cutscenes and overall feel is really cool if you like the series, but there's nothing really GITS-y about this game.
Summary: The biggest problem with this game is that it was created as one of the first games for the PSP, and as such has not aged very well. The controls do a fairly decent job of replicating the modern dual stick system -- if you played Goldeneye on the N64, then you have a fair idea how far shooter controls have come. The visuals are decent for their time, though are fairly generic and lacking a bit of the source material's style.
Excerpt: Ghost in the Shell SAC is based not on the original comic, but the TV anime that spun-off from it. The player gets to choose from four of the main characters (Kusanagi, Bateau, Togusa & Saito) and also four Tachikomas (think-tanks that look a little like cutesy spiders) to aide their collegues on their various missions.
Pros: lots of customisation options, lots of fun for the fans
Cons: Difficult at times, some may be offended by the way Togusa turned out !
