Commander in Chief, aka C.I.C., is an economic and geopolitical simulator game for PC developed by Eversim and published by Interactive Gaming Software. In CIC, players become the head of State or government (President, Monarch, Prime Minister) of a country they select, and may control all the following activities: the economy, social issues, the military, government agencies, interior policy, foreign diplomacy, ecology, culture, etc. Every country in the world is featured along with its unique features and data, with more than 400 actual data and figures per country updated as of January 2009. Players have more than 1,000 different actions to perform (legislation, taxes, economic contracts, meetings, military operations, the CIA, appointing government positions).

Features

The game features 3 modes: “Open“ mode where the players’ objectives are to remain in power as long as possible and to further their influence throughout the world; “Missions” modes: that offer different backgrounds featuring various issues: economic crisis, new elections, environmental issues, army invasions, terrorism; and “Multiplayer war game” mode: with up to 16 friends online and confront one another in the course of military campaigns taking place in real time. The game’s interface is inspired by information TV programs with multiple windows, scrolling ticker tapes, ID cards for countries and personalities, etc. All items are in 3D, and the world map can be displayed as flat or in globe form, full-screen or zoomed to a high level of detail. There are many display modes, based on theme or strategic and economic alliances. The game also features a printed weekly published every Monday, enabling the player to be informed of the major events occurring all over the planet. The outcome of the game is dictated by actions carried out by player. In order to calculate the evolution of all of the planet’s values, the engine relies on substantial sums of data, or on equations of an economic nature and statistics diagrams indicating its development. Details of all data taken into consideration appear when clicking the Simulation tab. Some of these engines include: weather, environmental and health (global warming, droughts, heatwaves, floods, epidemics etc.), personality, international organizations (UN organizations (UNO, IMF, World Bank), major organisations (NATO, G7, OPEC, etc.), economic organizations (EU, CIS, MERCOSUR, NAFTA, Arab League, etc.), major NGOs (international aid, human rights, environment, etc)), economic and scientific discoveries (150 economic sectors featured along with production and consumption rules, foundations for scenarios and history.
