Summary: You only need this lens if you have everything else, or you have plenty of money to spend, because there are so many other useful lenses before you need this one. It can't be used all the time because it would make your shots boring after a while. Make a few wedding shots, or landscape, action photos, or even funny portraits with it. But don't use it all the time. It is something different. It is not a true wideangle lens, it is fisheye.
Conclusion: I use the 15mm with ImageAlign from Grasshopper Software in NZ to get really wide architectural shots. The 15mm on the 10D is about the same as the 14mm on a full frame camera, and much less expensive, even including $200 for Imagealign. The nice thing about ImageAlign is it is WYSIWYG.
