need help

I don't know what my friend did but he said he deleted most of the stuff on his desktop and now his internet will not work. I told him to reset his modem and comp and that didn't work he also tried to call his isp (earth link) and they said to do what i told him.
Also he cant find his earth link install disc so if you have any ideas feel free to tell them to me.
